What is "Bedek Bait"?

Bedek Bait (בדק בית) is the Israeli term for a professional engineering inspection of a property. Your lawyer, your realtor or your neighbors have probably told you that you need one - and they are right. But it is not the same thing as a home inspection in the United States, the UK, Australia or Canada, and the difference matters.

A home inspection in those countries is mainly a buyer's advisory: an inspector walks the property and tells you what condition it is in, so you can decide whether to proceed. An Israeli Bedek Bait is that too - but its real weight is legal. The output is a signed engineering opinion that itemizes every defect, ties each one - wherever a standard or specification clause applies, which is most of them - to the Israeli Standard (תקן ישראלי) or regulation it deviates from, and attaches a repair cost estimate. Where no written clause applies - a jammed shutter mechanism, a fixture that is missing or not level - the finding is described as a fault, with the repair specified and priced.

What the apartment is checked against is not a matter of opinion. It is the architectural plans, the technical specification you were sold, the Sale Law, the Israeli Standards, the planning and building regulations, and the electrical, plumbing, civil-defense, fire-safety and parking regulations - together with the General Specification for Construction Works, the volume known in Israel as the Blue Book, published by the inter-ministerial committee and the Ministry of Defense.

The name says it. "Bedek" is the same word the Sale Law uses for the contractor's statutory repair period - tkufat bedek. The inspection and the right it serves share a name.

The single most important difference: in Israel, a new apartment comes with a statutory warranty from the contractor. The inspection is not just information for you - it is the evidence you need in order to exercise that right.

What the inspection covers - and what it does not

We inspect the apartment itself: interior finishes (tiling, wall cladding, plaster and paint), waterproofing and moisture (bathrooms and wet areas), drywall and ceilings, doors and aluminum windows, kitchen and interior cabinetry, plumbing and drainage (functional testing), air conditioning, the electrical system (visual inspection), the safe room and metalwork, dimensions, parking, storage - and compliance with the Israeli Standards that apply to each.

It is not a structural survey. The stability of the building, its foundations, columns and load-bearing beams are assessed by a dedicated structural engineer. Structural elements are not examined and are not covered by the opinion; if you have any concern about them, a structural engineer is the right professional to consult.

Why an inspection in Israel works differently

⚖️ The Sale Law warranty

Israel's Sale (Apartments) Law gives buyers of a new apartment a defined warranty period from the contractor, which varies by defect type. Within that period, the contractor must repair non-conformities that are reported to him. You can report them in any written form; a documented engineering opinion is the most orderly and hardest-to-dismiss way of doing it.

When a new apartment is handed over you sign a "delivery protocol". It is the contractor's record of the apartment's condition on the day you received it. Recording defects there is useful - but a defect that was missed at the protocol is still the contractor's to repair throughout the bedek period; the protocol does not close that door.

The report includes the expert's declaration that allows it to be filed as an expert opinion under the Israeli Evidence Ordinance - so if the matter ever escalates, it is already in the right form.

The engineering opinion is issued in Hebrew, because that is the language it has to work in: with your contractor, your lawyer, and if it ever comes to that, an Israeli court. The Hebrew original is the only official, binding version. If you want to read it comfortably, an unofficial English reading copy is available as a paid add-on - for your orientation only; the Hebrew document is the one that gets sent and relied on. In practice even the original is easy to follow: every defect has a photograph, a location and a cost figure, and any questions you have we answer in writing in English.
The engineering opinion itself is issued in Hebrew only, and that does not change. What we can add is an English reading copy: a full, defect-by-defect translation of the report, prepared so you can read what was found without a translator. It is a convenience document, not an opinion - it is unsigned, it has no legal standing, and it must not be relied on for any legal or financial purpose; where the two differ, the Hebrew original governs. Every page of it says so. The reading copy is an optional paid add-on: ₪200 + VAT (₪236 in total).

No. There is no advance payment - the fee is paid on the day of the inspection by bank transfer, including international transfers in shekels or US dollars. You can cancel free of charge up to 48 hours before the appointment.
For a new apartment, each timing has its own trade-offs and all of them work. Before handover, if the contractor allows it: defects get fixed before you move in, but some items may not be installed yet. At or shortly after handover - a few days later is common and perfectly fine: everything is complete, you can inspect at your own pace, and you do not need the contractor's permission to enter. Even months later you are still inside the bedek period and the contractor's duty to repair still stands; only the furniture gets in the way.
